Regulation Ordinance No. 2019-520 (Tricycle Franchise Licensing)

Iloilo City Launches New System to Regulate Tricycle Operations

Sponsored by Atty. Romel Duron

The Iloilo City government has officially implemented Regulation Ordinance No. 2019-520, establishing the Tricycle Franchising/Licensing Regulatory Board (ICTFRB) to bring much-needed order to the city’s tricycle operations. Sponsored by Atty. Romel Duron and backed by fellow councilors, this landmark measure addresses common commuter concerns like unpredictable fares, traffic congestion, and unregulated tricycle services. The new board, chaired by the City Mayor, will standardize fares, implement clear operating rules, and handle passenger complaints – promising safer and more reliable transportation for all residents.

This reform comes at a crucial time, with over 1,000 tricycles currently operating across Iloilo City. The ordinance includes an annual budget of PHP 150,000 to ensure proper implementation, benefiting both commuters who depend on tricycles daily and drivers who rely on them for their livelihood. Regulation Ordinance No. 2019-520 represents a significant step forward in modernizing Iloilo’s public transport system while maintaining the vital role tricycles play in local mobility.
