Iloilo City has taken a significant step toward fostering sustainable growth with the enactment of Regulation Ordinance No. 2019-524, the Integrated Public-Private Partnership (PPP) Code of Iloilo City. Sponsored by Atty. Romel Duron, this landmark legislation establishes a clear framework for collaboration between the city government and private sector entities to deliver critical infrastructure and services. The code outlines various PPP modalities, including Build-Operate-Transfer (BOT) schemes, joint ventures, and concessions, ensuring transparency, accountability, and efficiency in project implementation. With over 1,000 tricycles and other vital services under its purview, this code aims to address pressing public needs while leveraging private sector expertise and investment.
The PPP Code also creates a PPP Selection Committee (PPP-SC) and a PPP Regulatory Authority (PPP-RA) to oversee project approvals, contract management, and performance monitoring. Atty. Duron emphasized that this initiative aligns with the city’s vision of becoming a “Premier Smart City of Excellence,” focusing on infrastructure, tourism, and social services. An annual budget of PHP 150,000 has been allocated to support these efforts, with provisions for public consultations and civil society participation to ensure inclusivity. By streamlining PPP processes, Iloilo City aims to attract more investments, accelerate development, and improve the quality of life for its residents.
