Regulation Ordinance 2020-087 (Ensuring Uninterrupted Supply of Electricity)

Iloilo City Strengthens Power Line Protection to Ensure Uninterrupted Electricity

Sponsored by Atty. Romel Duron

Iloilo City has enacted Regulation Ordinance No. 2020-087, sponsored by Atty. Romel Duron, to safeguard the continuous and reliable distribution of electricity across the city. This ordinance, aligned with the national Anti-Obstruction of Power Lines Act (RA 11361), prohibits hazardous activities and structures near power line corridors, such as planting tall-growing plants, constructing unsafe buildings, or conducting excavations that could disrupt electricity flow. The law emphasizes collaboration between property owners, power line operators, and local authorities to prevent obstructions and ensure public safety. Violators face penalties, including fines of up to PHP 5,000 or imprisonment, reinforcing the city’s commitment to maintaining a resilient power infrastructure.

Atty. Duron highlighted that this measure is critical for minimizing power outages, especially during calamities, and supporting economic growth. The ordinance mandates coordination with the National Grid Corporation of the Philippines (NGCP), local government units, and law enforcement to enforce compliance. Property owners are required to facilitate access for obstruction removal, while building permits near power lines now require prior approval from utility providers. By addressing risks proactively, Iloilo City aims to enhance energy reliability, protect critical infrastructure, and ensure uninterrupted power for homes, businesses, and essential services.
