Iloilo City Introduces Community Service as Alternative Penalty for Ordinance Violations

Iloilo City has taken a progressive step in local governance with the enactment of Regulation Ordinance No. 2020-093, sponsored by Atty. Romel Duron, which introduces community service as an alternative penalty for violations of city ordinances. This innovative measure allows offenders to contribute positively to the community by rendering service hours instead of paying fines or facing imprisonment, depending on the severity of the violation. For instance, minor infractions (fines below PHP 1,000) require four hours of service, while more serious violations (PHP 3,000 and above) mandate up to sixteen hours. The ordinance emphasizes rehabilitation over punitive measures, aligning with the city’s commitment to humane and restorative justice.

Atty. Duron highlighted that this initiative not only fosters accountability but also strengthens community engagement. The City Mayor’s Office will oversee the implementation, ensuring fairness and preventing abuse of authority. Violators who voluntarily opt for community service can avoid criminal prosecution, streamlining the justice process and reducing court congestion.
