Iloilo City Revises Traffic Adjudication Board Ordinance After Mayor’s Veto

In response to Mayor Jerry Trenas’ veto of the original measure, Iloilo City has enacted Regulation Ordinance No. 2023-192, sponsored by Atty. Romel Duron, to amend the controversial Traffic Adjudication Board (TAB) proposal. The revised ordinance removes Section 3’s “Burden of Proof” clause, which had required traffic enforcers to justify apprehensions before the TAB. This change addresses the mayor’s concerns about violating legal principles while preserving the board’s core function of reviewing contested traffic violations. The TAB will still provide drivers with a formal process to dispute citations, but without shifting the evidentiary burden to enforcement personnel.

Atty. Duron emphasized that the amended ordinance maintains the city’s commitment to fair traffic management while respecting legal standards. The TAB, composed of legal and transportation officials, will continue to hear disputes and investigate complaints against enforcers, ensuring accountability without compromising operational efficiency. This compromise solution reflects the city’s balanced approach to improving traffic enforcement transparency while upholding the presumption of regularity for government personnel.
