Regulation Ordinance No. 2023-210 (Iloilo City Energy Code)

Iloilo City Launches Comprehensive Energy Code to Boost Sustainability

Sponsored by Atty. Romel Duron

Iloilo City has taken a major step toward sustainable development with the enactment of Regulation Ordinance No. 2023-210, the Iloilo City Energy Code, sponsored by Atty. Romel Duron. This groundbreaking ordinance establishes a framework for energy efficiency, conservation, and renewable energy adoption across the city. Key provisions include the creation of an Energy Sector Committee to oversee energy projects, mandatory energy audits for city facilities, and incentives for businesses adopting green practices. The code also promotes alternative fuels for transportation, such as electric vehicles, and requires the integration of energy-efficient designs in new buildings. With an initial funding of PHP 8 million, this initiative aligns with national goals under the Energy Efficiency and Conservation Act (RA 11285).

Atty. Duron highlighted that the ordinance positions Iloilo City as a leader in sustainable urban development. The code mandates the development of a Local Energy Efficiency and Conservation Plan (LEECP) and establishes an Energy Efficiency and Conservation Office (EECO) to ensure compliance. By streamlining permits for energy projects and enforcing anti-obstruction laws for power lines, the city aims to enhance energy resilience while reducing carbon emissions. This holistic approach not only addresses climate change but also ensures reliable energy access for residents and businesses, paving the way for a greener, more competitive Iloilo City.
