Regulation Ordinance No. 2024-114 (Amendments on Ordinance No. 2023-050)

Iloilo City Streamlines Cockfighting Regulations to Boost Local Economy

Sponsored by Atty. Romel Duron

Iloilo City has amended its cockfighting ordinance with Regulation Ordinance No. 2024-112, sponsored by Atty. Romel Duron, to simplify permit processes and strengthen compliance measures. The updated rules reduce the application period for special cockfighting permits during barangay or district fiestas from two weeks to three days, making it easier for operators to host events. Additionally, the ordinance introduces a structured penalty system: PHP 5,000 fines for first offenses, combined fines and one-month suspensions for second violations, and franchise revocation for third offenses. These changes aim to balance cultural traditions with responsible oversight while supporting Iloilo City’s reputation as a business-friendly destination.

Atty. Duron emphasized that the amendments align with the city’s economic goals, ensuring smoother operations for licensed cockpits while maintaining public order. The ordinance also mandates notifications to key offices like the Iloilo City Police Office (ICPO) and Bureau of Fire Protection (BFP) before events, enhancing safety protocols. By reducing bureaucratic hurdles and enforcing stricter penalties, the city seeks to preserve this cultural practice while promoting transparency and accountability in its regulation.
