The Iloilo City Sangguniang Panlungsod has unanimously approved Resolution No. 2021-199, sponsored by Atty. Romel Duron, urging the Department of Transportation (DOTr) and Land Transportation Office (LTO) to defer the implementation of Private Motor Vehicle Inspection Centers (PMVICs) in the city. The resolution highlights concerns over the lack of prior consultation with local stakeholders, the steep increase in inspection fees (from PHP 500 to PHP 1,800), and the impracticality of servicing over 145,000 vehicles with only two PMVICs. Atty. Duron emphasized that the policy disproportionately burdens vehicle owners, especially during the pandemic, and risks rendering many public utility jeepneys non-compliant due to stringent requirements.
The resolution also questions the legal basis for delegating inspection authority to PMVICs, citing potential violations of the Delegata Potestas Non Potest Delegari principle. With transport groups warning of disruptions and President Duterte’s earlier directive making PMVIC inspections non-mandatory, the city calls for a suspension of the policy until proper studies and consultations are conducted. Copies of the resolution have been forwarded to national agencies, including the Office of the President and Congress, for immediate action.
